Security is always also a matter of public policy. At the other hand "pure mechanism" - like the concept "Askemos" - must be kept policy free. Here is the place to keep awareness.
Notes
  • It's not sure that it is at all possible to provide a completely policy free system. But we do our best.
  • We need awareness of all kinds of the often conflicting interests in order not to accidentally prefer a certain policy.
  • We rule out any policy here, which is not logical in itself.
